Municipal bodies, school districts, social service agencies and nonprofits concentrated around Mount Holly. Fixed budgets, board approval cycles, and employees who compare their coverage directly to a government plan. Timing the renewal to the budget calendar matters more than the last percent.

This is the single biggest difference between Burlington County and every other New Jersey market, and it is where out-of-state brokers and North Jersey brokers both get it wrong.

Care Crosses the River

Burlington County sits in the Philadelphia metropolitan market. Employees routinely use Philadelphia academic systems for specialty and pediatric care while using South Jersey systems for everything routine. A plan that covers only one side of that produces complaints within a month.

The Mistake

Picking on Premium Alone

A New Jersey carrier chosen purely on rate can leave a Philadelphia academic system out of network, or in a tier employees did not expect. Conversely, a Pennsylvania plan bought for a mostly-NJ workforce can leave the local South Jersey system awkwardly placed.

The Work

Test the Network First

Before we model a single rate, we check where your people actually live and which systems they actually use, then test each carrier’s network against that list. Sometimes the answer is a different carrier. Sometimes it is a second option offered alongside the first.

Ask any broker this question. “Which of these carriers puts the Philadelphia academic systems in network, and at what tier?” If the answer is a shrug or a promise to check later, you are talking to someone who does not work this county. We’re licensed on both sides of the river and this is the first thing we test.

New Jersey Has Its Own Health Coverage Filing.

New Jersey maintains an individual health coverage requirement, and it puts a reporting obligation on employers. If you have New Jersey resident employees — even a handful, even if your company sits in Pennsylvania — this applies to you and is separate from your federal ACA filing.

It follows the employee’s residency, not your office address. A Bucks County employer with six people living in Delran and Cinnaminson is inside this requirement, regardless of headcount or where the work is performed.

What It Requires

A State Return, Separately Filed

Coverage information has to reach New Jersey through the state’s own electronic filing channel. Filing federally does not satisfy it. Sending forms to employees does not satisfy it either.

Why It Gets Missed

Nobody Owns It

Payroll assumes the broker handles it, the broker assumes payroll does, and the carrier files only what it is contractually required to file. The gap usually surfaces only when a notice arrives.
